English Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a recent survey of local authorities, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England stated that six out of ten of local authorities are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling playing fields and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group noted that a high proportion of authorities seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would prioritise service redesigns and utilising financial reserves to manage growing financial challenges.”

Specific Cases of Planned Sales

Medway Council in Kent announced its property management strategy included the disposal of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of councils in the key cities group, which covers several urban centers, also found that over seven in ten of councils will have to raise local levies next April to cover the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to achieve both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of county councils this week also found council budgets being stretched by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the Send system until the coming year after a white paper outlining those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“While only a single urban area is among the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Without this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey found.
